4 Stage Clearance and Reoccupation Certificates

4 Stage Clearance and Reoccupation Certificates

When licensed asbestos removal work has been completed, the area must be formally checked before it can be used again. This final safety check is known as a 4 Stage Clearance, and once successfully completed, a Certificate of Reoccupation is issued.

The purpose of this process is simple. It confirms that asbestos has been removed correctly, the area is free from contamination, and it is safe for people to return.

Acron Asbestos Ltd supports clients across Scotland by coordinating and managing the 4 Stage Clearance process, working closely with independent UKAS accredited analysts to ensure every project is signed off correctly, safely, and in line with legal requirements.

What Is a 4 Stage Clearance

A 4 Stage Clearance is a mandatory inspection following licensed asbestos removal. It is defined by the Health and Safety Executive in guidance document HSG248 and must be carried out by a qualified and independent UKAS accredited analyst.

The process confirms that asbestos removal work has been completed to the required standard and that airborne fibre levels are within safe limits before reoccupation is permitted.

This clearance is a legal requirement for licensed work. Without it, an area cannot be formally handed back for use.

The Four Stages Explained

Stage 1: Preliminary Check of Site Condition

The analyst first confirms that asbestos removal work has been fully completed. This includes checking that waste has been removed, tools and equipment have been cleaned, and the enclosure is ready for inspection.

This stage ensures the site is properly prepared before any detailed assessment begins.

Stage 2: Thorough Visual Inspection

A detailed visual inspection is carried out inside the enclosure. Walls, floors, ceilings, ledges, and fixtures are examined carefully for dust, debris, or any remaining asbestos containing material.

This is a meticulous process designed to confirm that no visible contamination remains.

Stage 3: Air Monitoring and Testing

Once the visual inspection has been passed, air monitoring is carried out using specialist equipment. Air samples are taken and analysed to confirm that asbestos fibre levels are below the clearance limit of 0.01 fibres per cubic centimetre of air.

Only when these results are achieved can the clearance process move forward.

Stage 4: Final Assessment and Certificate of Reoccupation

After the enclosure has been removed, a final inspection of the surrounding area is completed. If the analyst is satisfied that the area is clean and safe, a Certificate of Reoccupation is issued.

This certificate provides formal confirmation that the area can be safely reoccupied.

Why the 4 Stage Clearance Process Is Essential

Asbestos fibres are microscopic and cannot be seen with the naked eye. Even small amounts left behind after removal work can pose a serious health risk if disturbed or inhaled.

The 4 Stage Clearance process provides reassurance that asbestos risks have been properly controlled and eliminated. It also protects property owners, contractors, and duty holders by providing documented evidence of compliance with the Control of Asbestos Regulations 2012.

For many projects, the Certificate of Reoccupation is the final and most important piece of compliance documentation.

Acron’s Role in the Clearance Process

Acron works closely with independent UKAS accredited analysts to ensure that the clearance process is carried out correctly and without unnecessary delay.

Our role is to coordinate the process from start to finish. This includes arranging air monitoring, liaising between removal contractors and analysts, and ensuring that inspections are scheduled at the right time within the project programme.

Because of our experience managing asbestos projects, we understand how critical timing can be, particularly during refurbishment, demolition, or handover phases. Our approach helps prevent delays while maintaining full compliance.

What Happens If an Area Does Not Pass Clearance

Occasionally, an area may fail one of the clearance stages on the first inspection. This does not mean the process has failed. It simply means further cleaning or corrective work is required.

If this happens, the analyst will clearly identify the issues that need to be resolved. Acron will work with the relevant contractor to address these issues promptly so that a re inspection can take place.

A Certificate of Reoccupation is only issued once all four stages have been successfully completed.

Supporting a Wide Range of Projects

Acron supports 4 Stage Clearance projects across Scotland in a wide range of environments, including schools, hospitals, housing developments, offices, and industrial sites.

Whether the project is large or small, the same standards apply. Safety, accuracy, and compliance always come first.

Clients are kept informed throughout the process with clear communication and detailed reporting.

Working to Recognised UK Standards

All clearance inspections coordinated by Acron are carried out by analysts who hold UKAS accreditation and work in accordance with HSG248 and ISO 17025 requirements.

This ensures that air testing results are accurate, legally robust, and accepted by regulators and stakeholders.
